Because the direction of rotation of the cruise control is the same as that of the throttle, the cruise control can be operated simultaneously with the throttle. By simply turning back the cruise control, the friction decreases and the cruise control is unlocked again. The Kaoko cruise control will never completely block the throttle, so the throttle remains operable at all times.
